In one line

GB energy data tells you what happened — generation, consumption, prices, emissions — but any forecast built on that data without a price variable has hit the calculation problem and not noticed.

Why this project exists

Energy policy runs on numbers. Strike prices, price caps, carbon budgets, capacity margins, build rates — every decision depends on statistical releases that most people never read. This project tracks the releases, explains what they measure, and flags what they miss.

The data is scattered across four publishers using different methodologies. A generation figure from NESO will not match the same month from DESNZ, because one is metered output and the other is fuel-input-based. Knowing which number to trust for which question is half the skill.

The key releases

DUKES (annual, July). The definitive reference. Seven chapters covering all fuels. Chapter 5 (electricity) matters most: generation by fuel, capacity, consumption by sector, losses, imports/exports. Methodology is fuel-input-based for thermal generation — what went into the power station, not what came out of the meter.

Energy Trends (quarterly, monthly updates). More timely than DUKES, less comprehensive. Key tables: ET 5.1 (generation by fuel), ET 6.1 (renewables), ET 5.6 (supply and consumption). March 2026: renewables hit 52.5% of generation in 2025 (152.5 TWh), wind at 30.0%.

Quarterly Energy Prices. What households and businesses actually pay. Unit rates, standing charges, annual bills by payment method. Distinct from both the wholesale price and the Ofgem price cap, which is a methodology, not a price.

Sub-national consumption (annual). Local authority and MSOA-level data. The only official source for where electricity is consumed geographically. Published with a two-year lag.

Greenhouse gas emissions (annual). Provisional in March, final 18 months later. 2025: 367 MtCO2e, down 54% from 1990. Electricity did the heavy lifting. The rate of decline is slowing.

Who publishes what

DESNZ is the official statistical authority. DUKES, Energy Trends, QEP, sub-national consumption, generation costs, emissions. National Statistics under the UK Statistics Authority's Code of Practice. The definitive numbers.

NESO publishes operational data. Monthly generation mix, demand, wind records, balancing data, TNUoS/BSUoS charges. Metered, not fuel-input-based — numbers will differ from DESNZ. March 2026: wind set a generation record of 23,880 MW.

Ofgem publishes regulatory data. Price cap levels, supplier shares, the RO annual report (101.4m ROCs in Scheme Year 23). The cap methodology is the single most important document for understanding household bills.

Elexon publishes settlement data. Half-hourly generation and demand by BMU. The most granular data available, but only covers BM participants — excludes most embedded generation.

LCCC publishes CfD payments. Strike prices, reference prices, actual payments by generator. Where you find out what renewables support costs.

Why the numbers disagree

The same month produces different generation figures from each source. Not an error — different measurement points.

DESNZ: Fuel consumed, efficiency factors applied. Includes own-use and losses. Basis for official statistics. NESO: Metered at transmission level. Misses embedded generation below 100 MW (rooftop solar, small wind, small CHP). Elexon: Metered at BMU level, half-hourly. Most granular, but BM participants only.

DESNZ > NESO > Elexon, because each step excludes more embedded and behind-the-meter generation. The 52.5% renewables share is the DESNZ figure including estimated small-scale output. The NESO figure for the same period is lower.

Four different electricity prices

Wholesale: What generators receive and suppliers pay. Marginal cost of the last unit dispatched — currently set by gas almost every hour.

Ofgem price cap: A methodology, not a price. Maximum unit rate and standing charge for default tariff customers. Updated quarterly. Does not limit total bills.

Retail: What households actually pay. At or near the cap for default customers; above or below for fixed tariffs.

Non-energy costs: The gap between wholesale and retail is not profit. Network charges, policy costs (RO, CfD, CM, FiT, ECO, WHD), VAT, supplier margin. Now exceeds 50% of a typical bill. This is where the cost of energy policy lands.

The calculation problem

Every energy scenario — NESO's FES, the CCC's carbon budgets, DESNZ's net zero modelling — projects demand based on technology deployment and assumed efficiency. None models how demand responds to price. A heat pump installed in 2028 will consume electricity. How much depends on the tariff, the time-of-use price, and whether the household can afford to run it. None of this appears in the scenarios.

This is structural, not a data gap. Without market-clearing prices at every location and time, you cannot know what demand would be. The 460% surge in data centre connection applications that no scenario predicted is a live example.

Where the gaps are

No real-time demand by sector. NESO publishes aggregate demand. No breakdown by industry, commercial, domestic, transport. Sub-national data is annual and two years stale.

No locational price data. The wholesale market clears nationally. Constraint costs are a proxy for congestion but not a price signal. The July 2025 rejection of locational pricing means this persists.

No integrated cost stack. Wholesale + networks + policy + supplier + VAT, decomposed over time, does not exist in one place. Assembly required.

Settlement lag. Elexon final settlement is 14 months after delivery. For timely work, use NESO operational data and accept the limitations.

Embedded generation is estimated. Small-scale solar, wind, and CHP below the metering threshold are modelled from surveys and capacity registers, not measured. The 52.5% renewables figure carries this uncertainty.

What to watch

Renewables share trajectory. 52.5% in 2025 against a Clean Power 2030 target of ~95%. Is the quarterly rate accelerating or flattening?

Non-energy cost share. Rising for a decade, now above 50% of a household bill. The clearest measure of cumulative policy cost on consumers.

Generation cost estimates. The 2025 LCOE release revised offshore wind costs upward. These feed CfD strike prices — upward revisions mean higher consumer costs or projects that do not get built.

Demand trends. Wind records get headlines. Demand matters more. Is peak demand growing (data centres, heat pumps, EVs) or falling (efficiency, price-driven destruction)?

Emissions trajectory. 2% decline in 2025 is slower than trend. Electricity is largely decarbonised. Further reductions depend on transport and heating, where the mechanisms are weaker.
