How SEC modification proposals work
The SEC (Smart Energy Code) governs smart metering infrastructure: DCC (Data Communications Company) services, smart meter communications, and data access. Modification proposals (DPs and MPs) go through Development, Refinement, and Authority/Self-Governance decision stages. SECAS (part of Gemserv) administers the code. The SEC Panel meets monthly.
The change process
Changes affecting DCC systems require impact assessments. Proposals progress through Development (scoping and design), Refinement (detailed assessment and consultation), and a final decision stage , either an Authority Decision from Ofgem or a Self-Governance route where the SEC Panel decides.
