What is being proposed

Where a UTRN has been sent from the PPMID to the meter the meter will apply the UTRN and send one message to the energy Supplier and a second message to the PPMID informing of the successful top-up. If the meter detects a duplicate UTRN, then the meter will not send a message to the energy Supplier, or the PPMID.
