MP312: Caching SRV 4.10 for SMETS1 Devices

What is being proposed

In the Smart Metering Equipment Technical Specifications 1 (SMETS1) Middle Operating Capability (MOC) the Service Reference Variant (SRV) 4.10 ‘Read Network data’ requires two Short Message Service (SMS) messages be sent to wake up the Communications Hub for the SRV to be executed. Each SMETS1 Communications Hub has a limit of SMS’ it can receive until overage charges come into effect (approximately £0.025 per SMS). Following Adoption and Enrolment, this is resulting in significant volumes of SMS’ being generated and is forecasted to increase until its peak in Q2 2026. This will result in significant SMS overage costs. This is a result of increased usage by Parties, in excess of earlier forecasts. The Proposed Solution proposes to introduce the ability to cache SRV 4.10 via a text-only modification. This will result in changes to SEC Appendix AM ‘SMETS1 Supporting Requirements’.
