What these instruments do
Two companion Regulations implement the EU internal energy market framework in GB law:
SI 2011/2704 (the substantive instrument) implemented the EU Third Energy Package: transmission unbundling, gas storage facility independence, and related structural reforms. It inserted ss.8C-8Q and 8R-8S into the Gas Act 1986 and ss.10A-10O into the Electricity Act 1989.
SI 2020/96 (the reference-updating instrument) updated article references across GB and NI energy legislation to reflect the EU's recast of the Agency Regulation (from EC 713/2009 to EU 2019/942) and the Electricity Regulation (from EC 714/2009 to EU 2019/943).

Northern Ireland value-of-lost-load (SI 2020/96, Reg.7)
The 2020 Regulations inserted Article 12A into the Energy (Northern Ireland) Order 2003, creating a new function for determining value of lost load. This is the only substantive new obligation in the 2020 instrument.
Post-Brexit status
Both instruments were made under the European Communities Act 1972. The retained EU regulations they reference were further amended by EU exit SIs effective 31 December 2020. The UK now operates its own version of these internal market regulations, separate from the EU framework.
