Section K defines how metering systems are identified, which party is responsible for exports and imports at each boundary point, and how BM Units are established. It is the bridge between the physical electricity system and the settlement system.

1. General

1.1 Introduction and Definitions

References to "BM Unit" mean Primary BM Unit unless expressly stated otherwise. (K1.1.1A)

Export and Import (K1.1.4): Export is a flow of electricity from a party's plant/apparatus to the Total System. Import is the reverse. Detailed sub-provisions cover: - Treatment of party plant and apparatus - Flow definitions at Boundary Points - Special treatment for Generating Units and station transformers - Active and Reactive Energy classifications

Offshore Power Park Modules may have metering at alternative locations (not at the boundary point itself), with accuracy compensation required. (K1.1.5-K1.1.6)

1.2 Obligations of Parties in Relation to Exports and Imports

Each responsible party must (K1.2.1): - (a) Install metering equipment - (b) Register metering systems - (c) Establish BM Units - (d) Assign Trading Units

Responsible party identification (K1.2.2): - Generating Plant: the generator - Exemptable Generating Plant: conditions determine whether treated as CVA or SVA - Interconnectors: the interconnector party - Other cases: Panel determines

No trading before registration: parties cannot commence exports/imports before metering system registration and BM Unit establishment are complete. (K1.2.3)

Liability persists: a party remains liable for Trading Charges even where registration has not been properly completed. (K1.2.4)

Connection Agreement required: the responsible party must have an appropriate Connection Agreement in place (under CUSC or DCUSA). (K1.2.5)

Reactive Energy: must be measured for metering systems, with exceptions available where conditions (a)-(d) are met. (K1.2.6-K1.2.7)

1.3 Obligations at Systems Connection Points

DSOs are responsible for metering equipment and registration at Systems Connection Points. The responsible DSO is identified by connection type (K1.3.2): - Grid Supply Point: the transmission-connected DSO - Distribution Systems Connection Point: the host DSO - Offshore Transmission Connection Point: the OFTO-connected DSO

DSO nominations follow BSCP20 and BSCP25. (K1.3.3)

1.4 Changes in Transmission System Boundary Points and Systems Connection Points

NETSO and DSOs must comply with BSCP25 when boundary points or connection points change. No energisation until registration is confirmed. Decommissioning requires notification. (K1.4.1-K1.4.4)

1.5 Exemptable Generating Plant

The exemptable plant process (K1.5.1-K1.5.8): 1. Party notifies BSCCo with generating plant details and P/C Status election 2. BSCCo verifies within 20 Business Days 3. BSCCo may require further details 4. Panel determines disputed conclusions 5. Authority referral option (within 20 Business Days of Panel determination) 6. CRA/CDCA may request exemptability confirmation from BSCCo 7. SVA metering certificate option: director-signed certification for smaller generation 8. Recertification required upon change of circumstances

1.6 Identity of Metering Systems

Seven composition types determine what constitutes a single Metering System (K1.6.1): - (a) Standard metering configurations per site - (b) Interconnector Boundary Point configurations - (c) Systems Connection Point configurations - (d) SMRS-registered systems - (e) Unmetered Supplies treatment (per Section S8) - (f) Virtual Lead Party asset metering - (g) Asset Metering Systems per BSCP602
