Close alert: ECO4 Innovation: New Measures and Products ECO4 includes mechanisms designed to support the delivery of innovative measures where benefits and improvements may not otherwise be captured through current partial project and full project scores, via the 'New Measures and Products (NMAP)’ routes. However, as a result of the amendment to the ECO4 Order in 2026 IM and DLM applications will not be accepted after 31 st March 2026. Applications received before this date will be considered. Formerly, there were three routes to supporting innovative measures and products. The ECO4 Guidance: New Measures and Products (NMAP) provides guidance on the Innovation Measure, Standard Alternative Methodology, and Data light Measure routes. However, as a result of the amendment to the ECO4 Order in 2026, Innovation Measure and Data Light Measure applications will not be accepted after 31 March 2026. Applications received before this date will be considered. Show all sections Standard Alternative Methodology (SAM) route Show This is a route for awarding a new measure type for technologies deliverable under Publicly Available Specification (PAS) 2030:2023 or the Microgeneration Certification Scheme (MCS) , not currently recognised in the Standard Assessment Procedure (SAP) nor deliverable on the scheme under an existing standard measure type (except for district heating connections). The evidence of cost savings must be of a similar level as required for inclusion in SAP Appendix Q as a space heating measure. A successful application will result in a new measure type and partial project score being created. Data Light Measures (DLM) route applications closed from 31 March 2026 Show A route for awarding a new measure type and set of scores for technologies not currently deliverable on the scheme under an existing measure type. The DLM route requires less extensive evidence to support the space heating cost savings than the SAM route. Applications must be for a technology certified to a standard, designed to ensure the safety and efficacy of the measure on its installation, by an organisation accredited to ISO/IEC 17065:2012. A successful application will result in the creation of a new data light measure type and a set of partial project scores. Each DLM will be capped at 5,000 qualifying actions, under any specific DLM type description. Innovation Measures (IM) route applications closed from 31 March 2026 Show This is a route for awarding an uplift to measures that can demonstrate an improvement over comparable measures currently deliverable under ECO. Following a successful application, a description of the innovation measure will be published, and a score uplift can then be awarded to products meeting that description. Either a 25% or 45% uplift can be awarded. Please note that applications must include the specific product(s) that the applicant intends to promote as an innovation measure. Measures delivered under this route are capped at 10% of a supplier’s total obligation. These routes are optional to obligated suppliers. The New Measures and Products (NMAP) guidance is written to assist interested parties in delivering measures under these three routes. Application forms can be found below. These should be completed with reference to detailed instructions set out in the NMAP guidance. Suppliers should assess the most suitable route to deliver the new or improved measure under the scheme. We recommend suppliers consult the eligibility flowchart in Figure 1 in the NMAP guidance to help determine the most appropriate route. Each of the three NMAP routes have distinct requirements that should be considered before making an application. Applications cannot be made concurrently to more than one route. When NMAP applications are submitted to Ofgem, regardless of the route, submission of robust evidence is required to demonstrate that the measure meets the relevant criteria and can be delivered under ECO4. Submitting an application Applications should be submitted to the New Measures and Products section of supplier’s Huddle folder. Suppliers should carefully read through the NMAP guidance to understand the requirements for applications. In particular, suppliers should look at what evidence is required to support any claimed improvement. Please note that only obligated suppliers can submit an innovation application to Ofgem. Technical Advisory Panel A technical advisory panel (TAP) has been set up to review Innovation Measure applications and make recommendations to Ofgem to approve or reject applications. Please refer to the NMAP guidance for details on the role of the TAP. The table below outlines our schedule for upcoming TAP application rounds, including application deadlines and TAP meeting dates. This schedule may be altered, and any changes will be updated here.
