OFGEM·consultation·low·27 Mar 2024·source document

Summary

Ofgem proposes to modify National Grid Electricity Transmission's licence to allocate pension costs for ESO employees transferring to the public-owned National Energy System Operator (NESO). The proposal aims to preserve neutrality for both consumers and National Grid in the cost allocation. Consultation closed on 25 April 2024 with a decision already published.

Why it matters

This is administrative machinery for NESO creation rather than structural reform — the cost allocation preserves existing arrangements rather than changing market dynamics.

As part of the process of the creation of the National Energy System Operator (NESO, formerly the Future System Operator or FSO) under public ownership, there will need to be arrangements for the pensions of some ESO employees who are transferring over to the NESO. Following Department for Energy Security and Net Zero engagement with National Grid, Ofgem is consulting on amending the National Grid Electricity Transmission licence conditions to allocate the costs of the pension scheme between National Grid and the NESO in a way that would preserve neutrality for consumers and National Grid.
