What this is about

Ofgem is inviting stakeholder evidence on how NESO performed during Business Plan 3 — the twelve months from 1 April 2025 to 31 March 2026. This is the final assessment under the RIIO-2 price control, which makes it both a backward-looking accountability exercise and a forward-looking benchmark. NESO transitions to full independence from National Grid by 1 October 2026, and this assessment will shape expectations for whatever regulatory framework comes next.

The assessment methodology has changed from BP2. Ofgem has dropped the five-role framework and the 1–5 numeric scoring in favour of a simpler two-part structure: Part 1 assesses whether NESO delivered what it said it would deliver (measured against its own Performance Objectives and Success Measures); Part 2 assesses whether it did so at reasonable cost. Each part gets a Below/Meets/Exceeds Expectations grade, which are then combined into a single overall grade. The shift from numeric to qualitative scoring is worth noting — it gives Ofgem more narrative discretion and makes year-on-year comparison harder, which may be the point given that RIIO-2 is ending and a new framework is coming.

An independent Performance Panel also conducts its own assessment and publishes a recommendation. Ofgem makes the final decision. NESO will publish its own End of Year Report in May 2026, followed by a stakeholder event in June. Ofgem's final Performance Assessment Report is expected in summer 2026.

Questions being asked

Ofgem has not published a numbered question set. Instead, it asks for evidence against each of NESO's seven Performance Objectives, categorised into the two assessment parts. The real questions — drawing from both the call for input and the specific expectations Ofgem set in its BP3 Final Determinations — are these:

#### Strategic planning

- Is NESO producing whole energy plans that are reliable enough for industry to use in actual investment and operational decisions? [Ofgem's test is not whether the plans exist, but whether they can be "relied upon for decision making" — a high bar that invites evidence of cases where they could or could not.]

#### Digital and data

- Has NESO established itself as a credible digital leader, or is this still aspirational? Has it defined its role in the data sharing ecosystem clearly? - Is NESO's interim data sharing infrastructure coordinator function operating in line with Ofgem's governance decision? [This is a specific deliverable with a specific Ofgem decision behind it — evidence of compliance or non-compliance is what's wanted.]

#### System operation

- Have skip rates fallen substantially during BP3? Is there now parity across technology types? [This is the sharpest accountability question in the document. Ofgem explicitly expected "a substantial reduction in skip rates" with "relative parity across technology types" by end of BP3. Skip rate data is measurable and publishable. If NESO has not delivered this, the evidence will be clear.] - Has the methodology for measuring skip rates been agreed with industry and applied transparently?

#### Connections reform

- Has NESO driven implementation of a reformed connections process that enables projects needed for 2030 and beyond to connect in a timely and coordinated manner? [Ofgem set no additional expectations beyond NESO's own proposed outcome here, which is unusual and may reflect the fact that connections reform is a multi-party problem. But the absence of specific targets makes this a softer accountability area — stakeholders who want to hold NESO to account on connections will need to bring their own evidence of what "timely" should mean.]

#### Markets

- Can NESO demonstrate that its markets support a zero-carbon system at low consumer cost, with clear revenue opportunities and reduced barriers to entry? - Has NESO engaged proactively with Elexon ahead of the market facilitator launch? [This is a concrete, checkable deliverable. Either the engagement happened or it didn't.] - Has NESO continued to work with the Open Networks programme and delivered on relevant actions? - Has NESO engaged proactively in identifying needed changes to GB industry codes and standards?

#### Security and resilience

- Has NESO met its licence obligations on energy risk and threat advice (Part A) and post-event analysis (Part B)? - Was the Emergency Processes Assessment delivered to Ofgem and DESNZ by 1 December 2025? - Has medium-term adequacy modelling progressed, including the Electricity Capacity Report cycle, 2030s adequacy assessment, and the new annual gas supply security assessment (due by 31 October)?

#### Clean Power 2030

- What role has NESO played in CP2030 implementation, moving from the 2024 advisory phase to action? - Has NESO supported Long Duration Electricity Storage developments? [A specific Ofgem expectation — evidence of support or its absence is relevant.]

#### Separation from National Grid

- Is NESO on track for full independence by 1 October 2026? Does it have control over resourcing decisions? [This is a binary deliverable with a hard deadline. By the time Ofgem publishes its assessment in summer 2026, the October date will be weeks away. Evidence that separation is incomplete would be significant.]

#### Value for money

- Is NESO delivering its BP3 objectives at reasonable cost? [Ofgem provides no specific cost benchmarks in this document, so this is an open invitation for stakeholders to comment on whether NESO's spending is proportionate to its outputs.]

What to watch

Three things make this assessment consequential beyond the normal annual cycle.

The grading change obscures trend data. Moving from 1–5 numeric scores to Below/Meets/Exceeds removes the ability to track marginal improvement or deterioration year-on-year. A "Meets Expectations" grade in 2026 tells you nothing about whether performance improved from a 2.5 or declined from a 4.5. This is the last RIIO-2 assessment, so backward comparison may matter less to Ofgem than it does to stakeholders trying to establish a performance baseline for the next framework.

Skip rates are the hardest test. Ofgem's language — "as far as possible, as fast as possible" with "relative parity across technology types" — sets a high bar with no escape clause. Skip rates are quantifiable and have been a persistent source of stakeholder frustration. If NESO cannot demonstrate substantial improvement here, an overall "Meets Expectations" grade would be hard to justify regardless of performance elsewhere.

Independence is the real question. The October 2026 separation deadline is the backdrop to every other performance objective. If NESO is still operationally dependent on National Grid systems, processes, or staff by the time Ofgem publishes its assessment, that dependency becomes the story — not whether strategic plans were produced on time or stakeholder events were well attended.

Introduction This chapter outlines the most significant changes for NESO’s performance incentives framework from BP2 to BP3. We request input from NESO’s stakeholders regarding its performance and engagement with them over the BP3 period. Background National Energy System Operator (NESO) is an independent, public corporation which has key responsibilities across the energy system. NESO has a leading role in driving a secure and cost-effective transition to a clean energy system, and its overarching duties and objectives are unpinned by legislation.1 BP3 marks the final assessment of NESO under the RIIO-2 price control. BP3 performance incentives framework In November 2024 we2 published our Decision on NESO’s performance incentives framework for BP3. In our decision we outlined a departure from the previous “Roles” framework, as this would allow us to apply a single consistent methodology to our NESO performance assessment that is applicable to all NESO activities. We decided to adapt our assessment methodology away from using five distinct, stand- alone evaluation criteria in BP2. Instead, our assessment would focus on two parts: Part 1: NESO’s achievement of its business plan aims (whether NESO has successfully delivered its agreed Performance Objectives and to an appropriate quality using Success Measures)3 and Part 2: NESO’s delivery of value for money. Finally, we decided to change the way NESO will be graded for this assessment period. We will no longer provide a numeric score from 1-5 for each assessment component. Instead, we will provide a provide a “Below / Meets / Exceeds Expectations” grading for each part of the assessment, which will then be combined with all other relevant information to form an overall assessment of NESO’s performance for BP3. This will result in an overall “Below / Meets / Exceeds Expectations” grading. NESO’s End of Year assessment The assessment is performed by both Ofgem and the independent Performance Panel, using the framework outlined in the NESO Performance Arrangements Governance Document (PAGD). The Performance Panel’s assessment forms a recommendation we use to make a final decision. All stakeholders, particularly market participants, Ofgem and government, should be informed as to the opportunities for market improvements (including through REMA) and a clear roadmap in place and communicated for the removal of remaining barriers. Call for input End of Year Review for NESO’s BP3 assessment period 13 Performance Objective Proposed NESO outcome Additional Ofgem expectations NESO should proactively engage with the market facilitator (Elexon) ahead of market facilitator launch9 and NESO should also continue to work with the Open Networks programme ahead of that point, delivering on actions where relevant. NESO should evidence how it has engaged proactively in the identification of GB rule changes (including relevant industry codes and standards) and work to affect change positively to the benefit of the GB consumer. Secure and Resilient Energy Systems NESO will improve whole energy system emergency preparedness and resilience. We will ensure the necessary capabilities and requirements are in place and facilitate industry readiness to meet the Electricity System Restoration Standard. We expect NESO to establish the capability to fully meet Parts A, Energy risk and threat advice, and B, Post-event and post-emergency analysis, of its Energy resilience and resilience reporting licence condition obligations. NESO should provide the Emergency Processes Assessment to Ofgem and DESNZ by 1 December in line with NESO’s licence obligation. This should follow collaboration with industry to improve processes, procedures and general prevention and response actions to potential severe disruptive events that could impact society. The outcome of which should be an increase to the overall resilience of the whole energy industry. NESO should continue to work on medium-term adequacy modelling, building on the developments made in BP2 including: • the Electricity Capacity Report and the annual cycle of development projects to enhance the modelling; and Call for input End of Year Review for NESO’s BP3 assessment period 14 Performance Objective Proposed NESO outcome Additional Ofgem expectations • adequacy modelling, including assessment of the 2030s, looking beyond the time horizon set out in CP2030 which now includes a new, dedicated assessment of gas supply security to be produced by 31 October each year. Clean Power 2030 Implementati on NESO will play a pivotal role in securing clean power for Great Britain by 2030 on the path to net zero by 2050. Building on our 2024 advice to government on pathways to a clean, secure, operable and deliverable electricity system, we will move to action and implementation in line with the government’s CP30 action plan. We expect NESO to support Long Duration Electricity Storage developments. Separated NESO Systems, Processes and Services NESO will transition remaining systems, processes and services from National Grid to NESO ownership to enhance our capabilities and establish our autonomy and full independence. We expect that NESO’s progress in transitioning from National Grid enables it to become a fully independent organisation with control over decisions on how best to resource its activities by 1 October 2026. We will assess NESO’s ability to demonstrate this independence by the end of BP3.
