This document identifies a wide range of costs and benefits attributable to the delivery of the digital Consumer Consent Solution, concluding that the quantifiable benefits of introducing the digital Consumer Consent Solution are potentially greater than the costs incurred. This work builds upon the draft Impact Assessment and the responses from stakeholders that were received as a result of that Assessment. We have built our evidence base for requiring the development of a Consumer Consent Solution through a call for input, a consultation, and our decision paper appointing the Retail Energy Code Company (RECCo) as the delivery body. This solution will enable consumers to grant and manage consent to share their energy data. The draft IA sets out the potential impacts of the introduction of the Consent Solution. The conclusion of this draft IA sets out that the quantified benefits of introducing the Consent are potentially greater than the costs.
