Summary

DESNZ publishes first substantive statistics for the Warm Homes: Social Housing Fund, reporting 2,800 measures installed across 1,460 households in England to end-March 2026. Only 28 of 138 grant recipients have reported, and DESNZ acknowledges significant under-counting. Solar PV accounts for 42% of measures, insulation 36%, low-carbon heating 13%.

A redistributive spending programme with no bearing on market structure, grid capacity, or electricity pricing. The 5-million-homes-by-2030 target implies a run rate orders of magnitude above current delivery, but this does not change what can be built or connected.

The statistical release includes analysis on: measures installed homes upgraded The scheme covers England only. Data provided in the release are 1 month in arrears. Introduction The government has published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Social Housing Fund ( WH:SHF ) is part of this plan, installing energy efficiency upgrades and low-carbon heating measures in English social housing. The scheme provides funding to local authorities, combined authorities, registered providers of social housing, and registered charities that own social housing in England. WH:SHF was formerly known as SHDF Wave 3. Draft Guidance for this scheme was published on Monday 13 May 2024, and social housing landlords had the opportunity to ask clarification questions by mid-June 2024. The delivery window opened in April 2025. Further details on the WH:SHF can be found in the scheme’s guidance What you need to know about these statistics The data contained in these statistics is based on returns submitted by 28 of the 138 participating Grant Recipients by mid-April 2026, reporting activity to the end of March 2026. All figures in this publication are provisional and subject to revision. Previous schemes have seen significant revisions to early publications, and we expect to see the same for the WH:SHF . We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from Grant Recipients, but are likely to significantly under-report actual activity. Key statistics Total Homes Upgraded This publication is based on returns submitted by mid-April 2026 covering reporting activity to the end of March 2026. To date, there have been around 2,800 measures across 1,460 households in the WH:SHF . These figures are an accurate representation of GR reporting, but are likely to significantly undercount actual delivery. Figure 1: Cumulative number of homes upgraded in the WH:SHF The data used in this chart can be found in Table 1 of the accompanying tables . Delivery by Measure Type Across the WH:SHF , Solar PV was the most common type of measure, accounting for 42% of installations. Insulation measures accounted for around 36% of WH:SHF measures followed by Low Carbon Heating (13%) measures as shown in Figure 2. Figure 2: Type of measures installed in the WH:SHF The data used in this chart can be found in Table 2 of the accompanying tables . Other Insulation includes Cavity Wall Insulation, Solid Wall Insulation and all roof insulation measures. Other LCH /Electricity Related measures include all other forms of low carbon heating/electricity related measures not listed. Delivery by Region The West Midlands region has the most homes upgraded through WH:SHF (39% of total WH:SHF homes), with the East Midlands (21%), South East (14%), and Yorkshire and The Humber (12%), also containing a higher proportion of homes upgraded. Please note the regions have significantly different populations and participating grant recipients. These reports include information on: homes treated, measures installed and estimated costs. All figures in this publication are provisional and subject to revision as data lags and quality issues are addressed and as the scheme progresses. Previous schemes have seen significant revisions to early publications: these figures are an accurate representation of reporting from Grant Recipients, but may underreport actual activity. For more information, see the Department’s statistical revisions policy. | | Under the WH:SHF scheme, GRs identify households that meet the eligibility criteria for the scheme - these are targeted as those most at risk of fuel poverty or in the least energy efficient housing. Households are contacted to discuss the potential for work or households submit an application. For each eligible household, several measures could be suitable or required at a property. | | The GR conducts a series of checks to ensure each household, property and selected measure are eligible for WH:SHF funding. The GR also records who installed each energy efficiency measure, and the associated costs. | | The raw data are ingested into the Department's systems and subject to a series of quality checks and cleaning, before they are used for analysis. The scheme data are linked with other data sources to enable more detailed analysis. For example, the postcode is used to link to the Office of National Statistics National Statistics Postcode Lookup (NSPL), to assign each address to an English region. The geographic region codes are in 9-character format, operative from 1 February 2011.
