CMP414: CMP330/CMP374 Consequential Modification
What is being proposed
Seeks to enact the Workgroup solution from CMP330/CMP374, by updating Exhibit B, Section 2 and Section 11 of the CUSC
Current status
The April CUSC Panel agreed that CMP414 should follow Standard Governance and proceed to Code Administrator Consultation. The Code Administrator Consultation was published on 1 June 2023 and closed at 5pm on 29 June 2023, received 4 non-confidentail responses. The Draft Final Modification Report was presented to the July 2023 CUSC Panel. The Panel has recommended unanimously that the Proposer’s solution is implemented. The Final Modification Report was sent to Ofgem on 10 August 2023. CMP414 had an expected decision date of 08 May 2024 (previously 08 March 2024) as per Ofgem's published update on 29 January 2024. The Authority sent back CMP414 on 08 July 2024 due to deficiencies in the Final Modification Report and Annexes. The Authority sent back for CMP414 will be presented at the July 2024 CUSC Panel. The July 2024 CUSC Panel agreed that the Workgroup should be reconvened ahead of a Second Code Administrator Consultation. The TOR were approved at the July 2024 CUSC Panel. Timeline approved by September 2024 Panel. Prioirty was also discussed and agreed to be changed to medium-high. This has not changed the progression of this modification as the moment due to the Hiatus. The October 2024 CUSC Panel prioritised as Medium, therefore Workgroup activity will start from Spring 2025. Second Workgroup Nominations opened from 06/01/2024 to 27/01/2025. Upon receipt of the Authority Open Letter on 31 January: Outlining their approach to prioritisation of electricity transmission network charging modifications, Panel will review the modification status in the February Panel. On 14 February 2025 at the Special CUSC Panel the Panel discussed, at length and in detail, the prioritisation of CUSC Modifications. The CUSC Panel agreed there is no change to this priority status. In the postponed 03 September Panel, the Panel moved this modification to high priority. A new timeline will be presented to Panel in October Panel with Workgroups to begin. (08/10/2025) In the September CUSC Panel, the Panel approved the new timeline.

Analysis
CMP414 seeks to implement the workgroup solution from CMP330/CMP374 by updating CUSC transmission charging methodology. Ofgem rejected the initial proposal in July 2024 due to deficiencies, forcing reconvening of workgroups. The modification is now designated high priority with workgroups beginning October 2025.
Why it matters
This represents the ongoing difficulty in reforming transmission charging methodology — a structural issue delayed by process complexity rather than economic clarity. The repeated delays and priority changes signal that the current governance framework struggles to deliver coherent charging reforms, as such incumbent arrangements persist while efficient price signals remain deferred.
