Summary
DESNZ publishes the summary business case for extending the Boiler Upgrade Scheme to 2029/30, a heat pump and biomass boiler grant programme. This is a transparency publication required of all GMPP programmes within four months of Treasury approval. No new policy content beyond confirming the extension was approved.
Why it matters
A demand-side heat decarbonisation subsidy. Does not affect electricity market structure, grid capacity, or generation economics. Marginal additional electricity demand from heat pumps is real but diffuse.

From 11 June 2025, all projects and programmes on the Government Major Projects Portfolio ( GMPP ) are required to publish a summary business case, Full Business Case ( FBC ), or Programme Business Case within four months of receiving HM Treasury approval. This is to provide greater transparency on how HMG business cases are developed and how decisions are made.
