What is being proposed

D0300s for MHHS do not include register reads. Block 60C says: “For MHHS Metering Points, this Data Item should be populated with details of the cumulative register for Smart Metering Assets”. If a smart meter is non-comms, and we receive a cumulative only in the D0300, but are billing to register reads, we don't know whether the disputed read is valid based on our read history. Furthermore, a cumulative will not always equal the sum of the register reads for smart meters.
