Summary
DESNZ has published modelled sub-regional fuel poverty estimates for England for 2024, broken down to local authority, 2024 parliamentary constituency, and LSOA level using the Low Income Low Energy Efficiency (LILEE) metric. Sub-regional figures are modelled and constrained to match the previously published 2024 regional totals, so this release adds geographic granularity rather than new headline numbers. It is a routine annual statistical update covering England only.
Why it matters
This is a redistributive measurement exercise, not a market intervention: it maps where fuel-poor households are, which feeds ECO and Warm Home Discount targeting, but changes no charge, rule, or market structure. Fuel poverty is the visible symptom of an electricity cost stack inflated by policy levies and an inability to switch fuel; this dataset tracks the symptom without touching the cause.
