Who should respond We want to hear views from NESO. We would also welcome views from: anyone interested in NESO’s activities consumer groups industry trade bodies Background NESO published its final business plan on 3 February 2025. This will cover the period from 1 April 2025 to 31 March 2026. We are consulting on the draft determination which outlines our initial position on NESO’s Business Plan 3 (BP3) and proposed requirements for reporting. This will be followed by our final determination which confirms this position, depending on responses received. BP3 includes several Performance Objectives and Success Measures. There are 2 areas we are specifically consulting on: Performance Objectives Value for Money Our view is that all major NESO activities are covered by a Performance Objective already, and the Success Measures are relevant to their respective Performance Objective. However, the cost information NESO published in BP3 does not follow our Business Plan guidance entirely. Therefore, BP3 is not sufficient for an assessment of the costs or value for money represented by those costs.
