Summary

DESNZ published the first annual statistics for the Warm Homes: Local Grant scheme, showing 2,050 measures installed across 1,090 households in England between April 2025 and March 2026. Only 33 of 74 grant recipients submitted data, and DESNZ acknowledges the figures significantly undercount actual delivery. Solar PV was the most common measure (39%), followed by insulation (24%) and low-carbon heating (19%).

This release includes measures installed under the Warm Homes: Local Grant scheme. The statistical release includes analysis on: measures installed homes upgraded The scheme covers England only. Data provided in the release are 1 month in arrears. These statistics are provisional and are subject to future revisions. Introduction The government has published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Local Grant ( WH:LG ) is part of this plan. It is a government-funded scheme delivered by Local Authorities that provides grants for energy performance upgrades and low carbon heating to low-income households living in the worst quality, privately owned homes in England to achieve energy bill savings and carbon savings. These upgrades are open to all fuel types, including on-gas-grid households (those heated by mains gas), and off-gas-grid households (those heated by electricity, oil, coal, or liquid petroleum gas). £15 billion has been committed to the Warm Homes Plan, with £4.4 billion committed to Low-income homes grants. Of this £0.5 billion has been allocated to the WH:LG to be delivered from April 2025 to March 2028. The expression of interest window for Local Authorities interested in participating in the scheme closed on 1 December 2024, and funding allocations were made to Local Authorities in early 2025. 74 projects involving 271 LAs (over 97% of eligible LAs in England) have been allocated funding. What you need to know about these statistics The data contained in these statistics is based on returns submitted by 33 of the 74 participating Grant Recipients by mid-April 2026, reporting activity from the start of delivery in April 2025 to the end of March 2026. All figures in this publication are provisional and subject to revision. Previous schemes have seen significant upward revisions to early publications, and we expect to see the same for the WH:LG . We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from the 33 Grant Recipients that provided lodgement data, but are likely to under-report actual activity. Key statistics Total Homes Upgraded This publication is based on returns submitted by mid-April 2026 covering reporting activity to the end of March 2026. To date, there have been around 2,050 measures across 1,090 households in the WH:LG . These figures are an accurate representation of GR reporting, but are likely to significantly undercount actual delivery. Figure 1: Cumulative number of homes upgraded in the WH:LG The data used in this chart can be found in Table 1 of the accompanying tables . Delivery by Measure Type Across the WH:LG , Solar PV was the most common type of measure, accounting for 39% of installations. Insulation measures accounted for around 24% of WH:LG measures, followed by Low Carbon Heat (19%) measures as shown in Figure 2. Other Insulation includes Cavity Wall Insulation, Solid Wall Insulation and Flat Roof Insulation. Other LCH/Electricity Related measures include all other forms of insulation/low carbon heating/electricity related measures not listed. Delivery by Region The North West region has the most homes upgraded through WH:LG (28% of total WH:LG homes), with the South East (25%), East (14%), and West Midlands (11%), also containing a higher proportion of homes upgraded. Please note the regions have significantly different populations and participating grant recipients. These reports include information on: homes treated, measures installed and estimated costs. All figures in this publication are provisional and subject to revision as data lags and quality issues are addressed and as the scheme progresses. Previous schemes have seen significant revisions to early publications: these figures are an accurate representation of reporting from Grant Recipients, but may underreport actual activity. For more information, see the Department’s statistical revisions policy. | | Under the WH:LG scheme, GRs identify households that meet the eligibility criteria for the scheme - these are targeted as those most at risk of fuel poverty or in the least energy efficient housing. Households are contacted to discuss the potential for work or households submit an application. For each eligible household, several measures could be suitable or required at a property. | | The GR conducts a series of checks to ensure each household, property and selected measure are eligible for WH:LG funding. The GR also records who installed each energy efficiency measure, and the associated costs. | | The raw data are ingested into the Department's systems and subject to a series of quality checks and cleaning, before they are used for analysis. The scheme data are linked with other data sources to enable more detailed analysis. For example, the postcode is used to link to the Office of National Statistics National Statistics Postcode Lookup (NSPL), to assign each address to an English region.
