Details of outcome We have decided to approve Retail Energy Code Modification R0316. The change will add clarification to data items within the Payment Method Levelisation supplier data reporting specification. Start date 26 June 2026. Code modification description R0316 introduces a change to clarify the definition and treatment of certain data items within REC Schedule 31 relating to the Payment Method Levelisation (PML) scheme. The modification aims to address ambiguity in how suppliers report portfolio data, which has led to inconsistent submissions and variations in the allocation of scheme debits and credits. The issue was identified by the Authority, and the proposal was raised by the RECCo Code Manager to the REC Change Panel on 4 March 2026. Following industry consultation in March 2026 and the receipt of supportive responses, the Authority approved the change on 19 May 2026, with implementation scheduled for 26 June 2026. The primary reason for the change is to ensure consistent and accurate data reporting across all suppliers, thereby supporting fair and aligned operation of the PML scheme. The modification applies on a forward-looking basis only and does not require retrospective resubmissions or reconciliations.
