The Grid Code Review Panel met on 26 March 2026. Public 1 The Headline Report is produced after every Panel and aims to provide an overview of the key decisions made. Minutes for this meeting will be published separately. Approval of Panel Minutes The meeting minutes from the Panel on 26 February 2026 were approved subject to minor comments being incorporated and these have been uploaded to our website. New Modifications The following new Modification Proposals were presented to the Panel: GC0185 ‘Introducing Dynamic Regulation into the Grid Code as an alternative to Mandatory Frequency Response (Primary/Secondary/High)’ This modification proposes introducing Real-time Dynamic Regulation as an alternative to Mandatory Frequency Response (MFR) to overcome entry barriers, reduce costs, and enable faster response times. The Panel did not agree by majority that GC0185 had a clearly defined defect and scope and requested that the Proposer returns to a future Grid Code Review Panel to provide further detail on the scope of the modification. GC0185 documentation can be found here. GC0187 ‘Grid Code Legal Text Corrections 2026’ This modification seeks to correct sections from the Grid Code. All changes within are immaterial errors that have been found within the current Grid Code legal text. Grid Code Review Panel Headline Report 26 March 2026 Public 2 The Panel deferred the decision on whether to approve the modification due to a legal text query being raised. Awaiting Decisions Modification FMR submitted Expected Decision Date GC0169 ‘Material changes arising from Grid Code Modification GC0136’ 27 October 2025 31 March 2026, to be published on 02 April 2026 GC0173 ‘Consistency of Technical and Compliance Requirements between GB and European Users’ 10 December 2025 31 March 2026, to be published on 02 April 2026 Ofgem publish a table that provides the expected decision date, or date they intend to publish an impact assessment or consultation, for code modifications/proposals that are with them for decision. This is published here. Prioritisation Stack The Panel agreed no changes were needed to the Prioritisation Stack. The latest prioritisation stack can be found here. Public 3 In flight Modifications GC0181 ‘Enhance the Effectiveness of System Incidents Reporting’ The Panel approved the new timeline as submitted within the Panel Papers. The next Modification Tracker will be published on 07 April 2026. Workgroup Reports No Workgroup Reports were presented to the Panel. Draft Final Modification Reports The following Draft Final Modification Report was presented to the Panel: GC0139 ‘Enhanced Planning-Data Exchange to Facilitate Whole System Planning’ This modification seeks to increase the scope and detail of planning-data exchange between Network Operators and National Energy System Operator (NESO) to help facilitate the transition to a smart, flexible energy system. The Panel has recommended unanimously that the Proposer’s solution better facilitates the Grid Code Applicable Objectives. The Final Modification Report will be sent to Ofgem on 06 April 2026. Other The panel discussed the horizon scanner and requested for it to be a broader, forward-looking planning tool, not just a record of confirmed or cross-code modifications.
