In March 2024 the Electricity System Operator (ESO) published its second transitional Centralised Strategic Network Plan, proposing a co-ordinated onshore and offshore network design that facilitates the connection of 21GW additional offshore wind generation as well as reinforcing the electricity transmission network in support of the government's decarbonisation and Net Zero objectives. 

This document sets out our decisions to implement a regulatory approval and funding framework for the onshore electricity transmission projects recommended by the ESO, including plans for how projects will be approved and funded following the next iteration of the ESO's network planning process.

This decision also sets out how the projects involved interact with Ofgem's implementation of onshore competition and provides guidance for a new governance process to deal with scope changes on major electricity transmission projects.

Ofgem consults on the proposed regulatory funding and approval framework for the onshore transitional Centralised Strategic Network Plan (tCSNP). Sets out how Ofgem will assess and fund the work feeding into the first tCSNP.

Plumbing for the early days of the CSNP regime. tCSNP is the transitional version produced under existing arrangements while the enduring CSNP framework is built. Funding decisions here determine how much consumer money is spent on strategic-planning analysis before any new transmission build.

In March 2024 the Electricity System Operator (ESO) published its second transitional Centralised Strategic Network Plan, proposing a co-ordinated onshore and offshore network design that facilitates the connection of 21GW additional offshore wind generation as well as reinforcing the electricity transmission network in support of the government's decarbonisation and Net Zero objectives.

This consultation contains our proposals for a regulatory approval and funding framework for the onshore electricity transmission projects recommended by the ESO as well as proposals to introduce a formalised project scope change governance process for onshore electricity transmission projects.

5 September 2024

This consultation has been reopened and will now close on 13 September 2024. This is to allow parties who have indicated their intention to respond to provide complete responses. There will be no further extension to the consultation period.
