We invite stakeholders to find out what has changed and provide comment. Who should respond We particularly welcome responses from obligated suppliers. Background The Warm Home Discount (WHD) regulations will be amended in line with the decisions reached in the government response to the consultation on expanding WHD from 2026 to 2031. Our proposed new guidance documents reflect the England and Wales 2026 regulations and Scotland 2026 regulations. They also provide additional clarity on the administration of the Warm Home Discount and make minor corrections and changes to current guidance. Please note we have not included any guidance on reconciliation for Scheme Year 16 to 20 in these documents. A separate guidance will be published for this in due course. For reconciliation related to Scheme Year 15 please see Version 2 of the guidance. Why your views matter Your feedback will help us ensure our guidance is as helpful as possible. We have published this document on a draft-for-comment basis to seek views on its clarity and formatting. On that basis, we are seeking feedback on the following questions: Is the draft guidance easy to read and understand? Are there any sections which could be better explained? Is the draft guidance clear and easy to use? Are there any sections of the draft guidance which are ambiguous? We would also be interested in any general comments or feedback on the guidance. How to respond Respond to this call for input by emailing your response following the questions above to WHD@ofgem.gov.uk by 8 May 2026. We will consider all responses before publishing final versions of the new supplier guidance. Please note that these documents are published on a draft basis.
