What this is about
National Gas Transmission (NGT) applied in June 2025 to reopen the Peterborough compressor emissions programme under RIIO-GT2 Special Condition 3.11. This is the mechanism that allows a network company to come back to Ofgem mid-price control and ask for changes to what it has to deliver, when it has to deliver it, and how much it gets paid. NGT wants to modify the outputs, delivery dates, and allowances originally set for compressor emissions compliance work at the Peterborough site.
Ofgem is now consulting on its assessment of NGT's application and its minded-to position. The context is gas transmission compressor stations that need upgrading or replacing to meet emissions standards — the same programme that produced the King's Lynn and Peterborough Huntingdon decisions previously. These are large, long-lived assets on the national transmission system. The costs flow through to gas consumers via transmission charges. The consultation closes 5 May 2026.
Re-openers exist because price controls are set years in advance and some costs are genuinely uncertain at the time. Compressor replacement programmes are a reasonable candidate: environmental compliance deadlines shift, engineering scope changes, and cost estimates evolve as detailed design progresses. The question for respondents is whether the revised scope, timeline, and allowances that NGT is requesting — and that Ofgem is minded to accept — represent efficient costs that consumers should bear.
