SSES Governance Framework and SSES Bilateral Agreement open for feedback from stakeholders until 31 March 2026

ELEXON·consultation·medium·18 Mar 2026·source document

Summary

Elexon has published draft governance frameworks for Smart Secure Electricity Systems (SSES) and extended the consultation deadline to 31 March 2026. The framework establishes enduring governance arrangements for smart secure electricity systems in Great Britain, including bilateral agreements with cross-references to BSC provisions.

Why it matters

This consultation addresses governance structure for SSES rather than market design or pricing mechanisms. As such, it represents administrative scaffolding around smart secure systems without addressing the fundamental question of how these systems interact with existing market arrangements or who bears their costs.

Key facts

  • Consultation closes 31 March 2026
  • Includes Bilateral Agreement with BSC cross-references
  • Two-week extension granted

What this is about

Elexon is consulting on governance frameworks for Smart Secure Electricity Systems (SSES), establishing how these systems will be managed within Great Britain's electricity arrangements. The consultation covers both the overarching governance framework and bilateral agreements that will govern relationships between SSES operators and other market participants.

The timing reflects the need to establish administrative structures for SSES before they become operational. While the government and Ofgem have been developing the regulatory framework for smart secure systems, the industry codes need updating to accommodate these new arrangements. Elexon, as the BSC administrator, is responsible for ensuring the governance structures align with existing balancing and settlement arrangements. The consultation has been extended to 31 March 2026 following publication of additional bilateral agreement documentation.

Options on the table

The source text does not identify distinct policy options for stakeholders to choose between. Instead, this appears to be a consultation on draft frameworks seeking feedback on specific proposals rather than alternative approaches.

The source text does not specify the consultation questions being asked of stakeholders.

How to respond

Submission method: Not specified in the source text. Stakeholders should check Elexon's consultation documentation for submission requirements and contact details.

Note: The deadline has been extended by two weeks following publication of the Bilateral Agreement and explanatory cross-reference documentation.
