Details of outcome We received six responses; all responses broadly supported our proposals to end the traditional gas metering obligations within the gas transporter licence. These were made up of four Gas Distribution Networks, National Gas Transmission and one energy supplier. We have carefully considered the feedback received and potential impacts of the removal of these obligations. Based on this, we will allow the licence obligations due to expire on 31 December 2025 to end on this date and a new voluntary agreement to take their place for 12 months. This will ensure a smooth transition following the expiry of the licence conditions. Our preferred approach is to move to a voluntary market arrangement from January 2026, allowing Gas Distribution Networks and National Gas Transmission to deliver services commercially while maintaining key consumer protections. This consultation covers: proposed licence changes and removal of sunset obligations service standards and pricing principles under our proposed voluntary agreements post-2025 Consultation stages Stage 1 - Consultation open: 3 November 2025 Stage 2 - Consultation closes (awaiting decision).
