NESO (Grid Code)·regulation·low·6 Mar 2024·source document

What is being proposed

This modification is designed to address a number of non-specialist changes identified following Grid Code Modification GC0136: Non-material changes to Grid Code following implementation of the EU Connection Codes

Current status

Proposal raised and submitted to the March 2024 Grid Code Review Panel. The March 2024 Grid Code Review Panel by majority agreed that GC0169 should follow the Standard Governance route and proceed to a Workgroup. The Panel agreed to approve the Terms of Reference following completion of this. The Proposal was resubmitted to the June 2024 Grid Code Review Panel after being split into two separate modifications GC0169 and GC0173. The Panel unanimously agreed that both modifications should follow the Standard Governance route and proceed to a single joint Grid Code/Distribution Code Workgroup. The Panel approved the Terms of Reference for both modifications and Workgroup Nominations opened on 02 July 2024 and closed on 23 July 2024. The Workgroup Consultation was published on 20 March and ran until 10 April, receiving 4 responses. The Code Administrator Consultation was held from 30 July - 05 September and received 1 responses. 21/10/2025: The Final Modification Report was sent to the Authority on 07 October 2025.

Analysis

GC0169 makes technical corrections to the Grid Code following implementation of EU Connection Codes under modification GC0136. The modification was split into two parts (GC0169 and GC0173) and processed through standard governance with a joint Grid Code/Distribution Code workgroup. Final modification report was sent to Ofgem on 7 October 2024.

Why it matters

Administrative housekeeping that tidies up drafting inconsistencies without changing substantive obligations or costs. As such, this reflects the complexity tax of maintaining dual regulatory frameworks rather than any meaningful reform.
