Notice proposing modifications to the Regulatory Instructions and Guidance (RIGs) RIIO-2 Year 3 for electricity distribution
Summary
Ofgem consults on proposed updates to the RIGs (Regulatory Instructions and Guidance) data templates for the six DNOs' annual data submissions for RIIO-ED2, covering reporting from 1 April 2023 through 31 March 2028. Consultation closed 30 March 2026.
Why it matters
RIGs are the mandatory reporting framework Ofgem uses to monitor DNO performance. Updates here determine what data DNOs submit and therefore what Ofgem can audit. Technical but consequential for performance incentive payments.

Consultation description The RIGs set out the Authority’s requirements for Licensees to collect and submit annual data. This document provides overview of the proposed amendments to the instructions and guidance to the six electricity distribution owners – Scottish and Southern Electricity Networks (SSEN), SP Energy Networks (SPEN), SP Electricity North West (SP ENW), Northern Powergrid (NPG), UK Power Networks (UKPN) and National Grid Electricity Distribution (NGED) - to enable them to complete the annual reporting requirements associated with the RIIO-ED2 distribution price control from 1 April 2023 to 31 March 2028. The proposed changes relate to information that Licensees will be required to submit to the Authority by 31 July 2026 for the 2025/26 reporting period. The proposed amendments have been developed since the previous version was published in April 2025, and we have made changes to wording and structure where appropriate. Licensees are responsible for ensuring they comply with the most up-to-date versions of the RIGs and associated data templates. Who should respond We are keen to engage with licensees for electricity distribution and other interested parties.
