Summary

The SQSS Panel met on 24 March 2026 and progressed three modifications: GSR036 (voltage limit review for operational timescales) was sent back for further refinement, GSR037 (formatting housekeeping) was approved to proceed directly to Code Administrator Consultation without a workgroup, and GSR035 (beneficial outages) had its Terms of Reference approved. GSR034 (offshore DC converter infeed risk) was implemented on 13 March 2026.

Public 1 The Headline Report is produced after every Panel and aims to provide an overview of the key decisions made. Minutes for this meeting will be published separately. Approval of Panel Minutes The meeting minutes from the Panel on 05 December 2026 were approved subject to minor comments incorporated prior to the Panel. These have been uploaded to our website. New Modifications The following new Modification Proposals were presented to the Panel: GSR036: System Access Reform: Review of the voltage limits This modification aims to review the voltage limits applicable to operational timescales and the potential for provision of some flexibility around them. GSR036 was re-presented to the Panel with an updated Impact Assessment. This included operational case studies illustrating benefits and minor impacts of the voltage limit change, including improved outage scheduling and demand security. The Panel agreed that further refinement is required before the modification can return for approval. The Proposer will address the additional comments received and bring the revised Proposal to the next Panel meeting. GSR036 documentation can be found here GSR037: Formatting and Housekeeping This modification aims to make the SQSS a more readable, user-friendly document. GSR037 was presented to the Panel, with an update on the need for housekeeping and formatting the modification, proposing a range of non-substantive changes to improve the clarity, consistency and usability of the SQSS. The Proposer suggested holding a workshop for interested Panel members to review the changes, address any concerns and avoid the need for a formal Workgroup or multiple consultations. The next Modification Tracker will be published on 07 April 2026. Workgroup Reports No Workgroup Reports were presented to the Panel. Draft Final Modification Reports No Draft Final Modification Reports presented to the Panel. FRCR 2025 – Supplementary evidence The Panel discussed the submission of supplementary evidence to support FRCR 2025, including arrangements for Panel review, voting and governance. Suggestion that additional material detailing input data, model parameters and conservative assumptions will be submitted to the Authority and shared with the Panel to provide further assurance. Public 3 The Panel agreed that a special Panel meeting will be held in late April to allow sufficient time for review and to facilitate formal voting on the supplementary information.
