The proposal set out an amendment to allow for earlier submission of Ongoing Devex Re-openers in accordance with Special Condition J5 and introduce a new use-it-or-lose-it allowance for early development activities under a new Special Condition (J15). We received a number of responses and are now publishing our final decision on the modification. Both proposed amendments will be implemented, taking account of consultation feedback. The changes will take effect on 18 November 2025.
