Close alert: SQSS code maintenance: Statutory consultation on proposed modifications to the electricity system operator and electricity transmission licences Publication type: Consultation Publication date: 8 October 2024 Last updated: 11 December 2024 Closed date: 7 November 2024 Status: Closed (with decision) Topic: Electricity transmission, National Energy System Operator (NESO), Energy codes Subtopic: Security and quality of supply standard (SQSS) Decision: Licence modifications for SQSS code maintenance: decision Print this page Related links Energy code reform: implementation consultation Implementation of energy code reform: decision Share the page Share on Facebook Share on Twitter Share on LinkedIn We are proposing to modify conditions A1 (Definitions) and E7 (Transmission system security standard and quality of service) of the National Energy System Operator’s electricity system operator licence to require it to maintain the National Electricity Transmission System Security and Quality of Supply Standard (SQSS). These modifications would formalise existing SQSS governance by setting roles for NESO, the Authority and the SQSS Panel, as well as by specifying minimum requirements for the modification process. We are proposing this change to enable the SQSS to be designated by the Secretary of State as a ‘qualifying document’ for the purposes of Schedule 12 of the Energy Act, so that Ofgem can use its transitional powers under the Energy Act to implement energy code reform. We are also proposing to modify standard conditions D3 and E16 (Transmission system security standard and quality of service) of the electricity transmission licence in consequence of our proposed changes to the electricity system operator licence. This publication is our statutory notice of modifications to these licences.
