Regulatory Instructions and Guidance (Successor Licensee)
Summary
Ofgem decides on draft Regulatory Instructions and Guidance (RIGs) for the DCC Successor Licensee. RIGs set the data and reporting requirements the Successor Licensee must comply with. Follows the December 2024 policy consultation on the determination of Allowed Revenue.
Why it matters
Reporting framework for the DCC2 era. The RIGs determine what data DCC2 must submit and on what frequency, anchoring ex-ante cost control. Detailed RIGs make ex-ante discipline meaningful; loose RIGs let cost overruns slip through.

DCC operates under the Smart Meter Communication Licence (the “Licence”) which is due to expire in September 2027. We are reviewing the regulatory arrangements for DCC ahead of the Licence expiry (“DCC review”). In December 2024 we published a policy consultation focused on the process for determination of the Successor Licensee’s Allowed Revenue (cost control). We concluded that consultation on 09 May 2025. We subsequently consulted on the draft Successor Licensee Regulatory Instructions and Guidance (SL RIGs) to underpin the process for setting the Successor Licensee’s (SL) revenue. These consist of: templates in an MS Excel format to be used for the submission of the SL Price Control Information accompanying guidance document setting out instructions on how to fill in the data templates Having considered all representations, we are issuing the final text of the SL RIGs to help DCC comply with its Licence obligations in respect of SL Price Control reporting. The SL RIGs documents are subject to future revisions by the Authority. We have also recently published the Terms of Reference for a Customer Challenge Group and Business Plan Guidance , which together with these SL RIGs will help deliver the first ex-ante cost control cycle for the Successor Licensee. The SL RIGs are issued pursuant to licence condition 34B of the Licence introduced via a recent modification .
