About one-third supported adopting the policy, noting the growing sophistication of fast-acting response services and the potential savings for consumers by implementing a lower minimum inertia threshold. Others expressed concerns about NESO’s methods, referencing recent system events and calling for greater transparency in NESO’s incident reporting and modelling accuracy. After reviewing the FRCR 2025, examining the supporting evidence, considering industry consultation feedback, and evaluating the findings of our independent consultant, we are unable to reach a definitive conclusion regarding the FRCR 2025 at this time. We are requesting that NESO supply further information in support of its submission by 31 March 2026.
