The Boiler Upgrade Scheme (BUS) aims to incentivise and increase the deployment of low carbon heating technologies by providing an upfront capital grant towards the cost of an installation of air-to-water heat pumps (AWHP), air-to-air heat pumps (AAHP), ground source heat pumps (GSHP) and, in limited circumstances, biomass boilers. | | | | | | BUS has three main objectives for 2025/26 to 2029/30: | | | | | | 1) Increase deployment of low carbon heating systems, particularly heat pumps but also heat batteries and in limited circumstances biomass boilers in 390,000 homes and small non-domestic buildings through full budget utilisation between 2025/26 and 2029/30, supporting the aims of the clean energy superpower mission to decarbonise homes and meet Net Zero targets. | | | | | | 2) Contribute to decarbonising heating in England and Wales and to meeting carbon budgets by delivering up to 0.5, 3.4, 4.0 and 4.1 MtCO2e of carbon savings over Carbon Budgets 4, 5, 6, and 7 and 14.0 MtCO2e over the lifetime of the extended scheme. Measured by calculating the renewable heat generated from BUS-funded installations of low-carbon heating technologies. | | | | | | 3) Stimulating demand for low carbon heating technologies via the BUS grant to grow the market. With full budget utilisation, this will subsequently support 13,600 direct full-time equivalent (FTE) and 3,800 indirect FTE up to March 2030, contributing significantly towards realising a 20-25% real terms reduction in the average cost of BUS-supported AWHP installation costs by 2030 relative to 2022/23 (compared to the scheme’s launch). | | | | | | An evaluation of the scheme against its objectives during its initial phase, between 2022/23 and 2025/26, is published on gov.uk. | | | | | | The scheme is administered by the Office of Gas and Electricity Markets (Ofgem) and is an installer-led scheme, meaning that the installer of the low-carbon heating technology submits a voucher application on behalf of the property owner. Ofgem then contacts the property owner, who will need to provide consent and confirm that the installer is acting on their behalf. Ofgem also carries out checks to confirm that the property is eligible before issuing a voucher. | | | | | | A voucher is redeemed when an installer completes an installation and submits a voucher redemption application which is subsequently approved by Ofgem. If approved, the grant will then be paid directly to the installer. The price paid by the property owner is the total cost of the installation less the value of the grant. | | | | | | To be eligible, all BUS installations must be Microgeneration Certification Scheme (MCS) certified. Vouchers are issued on a first come, first served basis, to applicants who meet the eligibility requirements until the budget cap for the financial year is reached. | | | | | | AWHP, AAHP and biomass boiler vouchers are valid for 3 months while GSHP vouchers are valid for 6 months. | | | | | | For more information about the scheme or for details on how to apply for a grant, please see the Ofgem website. | | | | | | The scheme is in its fifth year, with a budget of £400 million for 2026/27. The Government confirmed funding for further years up to 2029/30 through the Warm Homes Plan in January 2026. Across the first four years of the scheme, over £560 million was paid out through grants. | | | | | | Information on the total value of all grants paid to date and how much of the budget is remaining is published by Ofgem on a monthly basis. | | | | | | The current scheme grant values are: • £7,500 towards an air-to-water heat pump • £7,500 towards a ground source heat pump (including water source heat pumps and those on shared ground loops) • £2,500 towards an air-to-air heat pump • £5,000 towards a biomass boiler | | | | | | There have been a number of changes to the scheme and wider policy landscape since the launch of the BUS, including: | | | | | | 23 October 2023: Increase in grant levels for heat pump technologies from £5,000 for air-to-water heat pumps and £6,000 for ground sound heat pumps to £7,500 for both. | | | | | | 8 May 2024: Removal of the requirement to have no outstanding recommendations for loft and cavity wall insulation on the property’s Energy Performance Certificate (EPC) certificate. | | | | | | 29 May 2025: Updates to Permitted Development Rights (PDR) to allow the following without requiring planning permission: a heat pump to be installed within 1 metre of a property boundary; an increase in the size limit for heat pumps to accommodate larger, more efficient models; and allowing for double the number of heat pumps to be installed in a detached home. | | | | | | 21 April 2026: The Government announced that grants towards the cost of air-to-water heat pumps replacing oil or LPG heating systems will be increased to £9,000 for the remainder of the 2026/27 year. The change is expected to come into effect in July. | | | | | | 28 April 2026: Expansion of eligibility for multi-technology installations; the introduction of £2,500 grants for AAHPs; relaxing the requirement for a valid EPC; mandating that installers deduct the BUS grants from upfront costs; mandating the Microgeneration Certification Scheme (MCS) as the sole certification scheme.
