A review of shrinkage volumes on the National Transmission System (NTS)
Summary
Ofgem consultation on a review of shrinkage volumes on the National Transmission System (NTS). Shrinkage is the gas lost or consumed during transmission, recovered through allowed revenue.
Why it matters
Shrinkage recovery is a small but durable component of gas transmission costs. The review tests whether the current shrinkage allowance is fair given measurement and operational changes since the last assessment. Modest cost-stack consequence.

Call for input description Shrinkage describes gas that is consumed, lost or unaccounted for on the National Transmission System (NTS). We are launching a review of NTS Shrinkage with the intention to consider options to reduce gas volumes that are lost on the network. By improving the efficiency of the system more gas can be used productively and efficiently, reducing waste, cost and the environmental impact of emissions. We are aware of stakeholders’ concerns on the volumes of NTS Shrinkage in recent years. We are seeking insights and evidence on the causes behind NTS Shrinkage. The call for input will cover fugitive emissions, metering and the minimisation of metering errors, gas quality issues and its impact on Calorific Value Shrinkage (CVS). It will also cover the roles and responsibilities of important industry participants. Who should respond We are keen to hear from all stakeholders on the matters concerned and the questions raised in the call for input. We are particularly keen to hear from: National Gas gas distribution networks (GDNs) gas shippers large offtakers on the NTS meter owners and operators consumer and environmental representatives How to respond Submit your response by 7 January 2026 by emailing gas.systems@ofgem.gov.uk Call for input documents Call for input: A review of shrinkage volumes on the NTS [PDF, 192.45KB] Response template for quantitative data - Call for input: A review of shrinkage volumes on the NTS [XLSX, 74.59KB] Print this page Share the page Share on Facebook Share on Twitter Share on LinkedIn Close
